SAFARICOM is the largest telecommunications company in Kenya with close to 10m subscribers, or 80% of the country’s mobile market. Incorporated in 1997, it is also the most profitable company in East Africa, posting about $250m (€160m) in profits last year. The government of Kenya, which held a 60% stake in the company (UK-based Vodafone owns 40%), has just sold 10bn Safaricom shares on the Nairobi Stock Exchange, reducing its holding to 35%. It is, by far, the region’s largest initial public offering, which valued the company at $3bn (€1.9bn). Safaricom owes its success not only to its corporate customers, but also to the lower end of the mass market which, in 2006, contributed 40% of the company’s revenue.
Q&A MR GODFREY TUMUSIIME
Mr Godfrey Tumusiime is the director general of the East African Development Bank (EADB), whose shareholders include the governments of Kenya, Uganda and Tanzania while Rwanda and Burundi, the new member states of the East African Community, will soon formally join the bank.
EADB and the International Finance Corporation of the World Bank recently announced a new mortgage financing programme. Why now?
At current rates of population growth, East Africa is likely to have a total housing shortage of 28.2m units by 2025 unless radical measures are taken to boost housing development. With the appropriate strategies, East African countries can address the housing shortage crisis and at the same time exploit the tremendous social and economic benefits deriving from housing development.
What is the current state of the region’s mortgage sector?
More than 98% of housing stock in the East African region is self-financed today. As a result, total outstanding mortgages in the five East African countries is estimated at less than $300m (€191m) in value and less than 35,000 in number, or less than one per cent of the existing housing demand in the region.
How will this new partnership, the East African Housing Finance Corporation, work?
It will be a public-private sector partnership initiative to foster the development of primary and secondary mortgage markets in the region. EAHFC would support the development of the housing sector by mobilising a pool of resources first, to provide, on a wholesale basis, financing to banks and other financial institutions to originate the new mortgages.

Rwanda Smallholder Speciality Coffee Company is more than just a mouthful. This firm markets coffee for 15 coffee farmers’ co-operatives and gives advice on harvesting and washing the coffee beans. Although Rwanda’s coffee output is much smaller than that of neighbouring Uganda and Ethiopia, it has carved out a niche in speciality coffee, which it supplies to high-street chain Starbucks.

Par la mise en place de stratégies appropriées, les pays est africains pourront résoudre la crise du logement et en même temps exploiter les importantes retombées économiques et sociales issues du développement de l’offre de logement.
Quel est l’état actuel du secteur de l’hypothèque dans la région?
Plus de 98% des logements dans la région de l’Est Afrique sont autofinancés à l’heure actuelle. Comment ce nouveau partenariat East African Housing Finance Corporation fonctionnera-t-il?
Ce sera un partenariat à l’initiative du secteur public-privé pour stimuler le développement des marchés hypothécaires primaires et secondaires dans la région. EAHFC soutiendrait le développement du secteur immobilier en mobilisant une diversité de ressources afin de procurer avant tout et globalement, du financement aux banques et aux autres institutions financières, dans le but de générer les nouveaux crédits hypothécaires.

La compagnie des petits producteurs de café spécial du Rwanda est plus qu’un nom difficile à prononcer. Cette firme commercialise du café pour 15 coopératives agricoles et donne des conseils sur les plantations ainsi que sur les méthodes de nettoyage des grains de café. Bien que la production de café au Rwanda est beaucoup plus réduite que dans les pays voisins – l’Ouganda et l’Ethiopie – le pays a créé une niche de cafés spéciaux, qui fournit les grandes chaînes commerciales comme Starbucks.
