Close the Gap (https://www.close-the-gap.org/) is an international non-profit organization that has embraced the need to narrow the digital gap between the Northern and Southern hemispheres by recycling used computers and IT material for use in Africa. Within just a few years, the organisation has expanded its activities from Belgium to the surrounding countries, and is now active in the Benelux, Germany and France. Its aim is to empower Third World communities by supplying IT equipment donated by Western companies and individuals. IT equipment is collected, checked and repaired (if necessary) by professionals and reconfigured before it is sent off to a designated project.

Close the Gap est une organisation internationale non gouvernementale qui a pour vocation de combler l’écart numérique entre les hémisphères nord et sud de la planète en recyclant les ordinateurs et le matériel IT usagés, pour leur utilisation en Afrique. En quelques années seulement, l’organisation a développé ses activités de la Belgique jusqu’aux pays voisins, et elle est aujourd’hui active dans le Benelux, l’Allemagne et la France. Le projet a pour but de renforcer la position des Communautés du Tiers Monde par l’offre d’équipement IT en provenance des sociétés et des personnes privées des pays occidentaux. Le matériel est collecté, vérifi é par des professionnels, au besoin réparé, puis préparé à une nouvelle utilisation.

De van oorsprong Belgische organisatie is ondertussen actief in de Benelux, Duitsland en Frankrijk. Ze helpt derdewereldlanden aan IT-materiaal geschonken door Westerse bedrijven en privépersonen. De hardware wordt ingezameld, nagekeken, (indien nodig) professioneel hersteld en opnieuw geconfi gureerd, om daarna te worden toegewezen aan projecten ter plaatse.

What is the value of the diamond industry to Sierra Leone?
Exports were €107m (US$140m) in 2005. We were hoping to beat that in 2006 but we fell short, to €95m ($124m), even though world prices have gone up. We think that the value will continue to go down, since some areas are no longer productive, or productivity has gone down. The deposits are much deeper than before so mining costs have gone up considerably. In Sierra Leone, 81% of the diamond industry is artisanal, done by local people. They have to pay licence fees and annual land rental.
Do local communities benefi t from the diamond industry?
The government takes 3% of all diamond revenues and 25% of that goes to the diamond mining chiefdoms, according to the number of legal licences operating in a given chiefdom. That encourages competition between all the chiefdoms and so creates an incentive against smuggling. By the end of 2006 we had disbursed 10 billion leones.
What is Sierra Leone doing to add value to its diamond industry?
We started drafting a law on cutting and polishing about nine months ago. Parliament ratifi ed it a week before Christmas. All we’re doing is to provide the opportunity for people to add value before diamonds are exported. It’s an advantage to government, because you are able to get more revenue out of it.

Quel est le poids de l’industrie diamantaire en Sierra Leone?
Les exportations se sont chiffrées à US $140 millions en 2005, un seuil que nous espérions dépasser en 2006, mais qui est redescendu à $124m, malgré la hausse des prix au niveau mondial. Nous prévoyons encore prochainement une baisse de valeur, due principalement au fait que certaines régions ne sont plus productives, ou que la productivité y a fortement été réduite. Les coûts de forage minier ont aussi fortement augmenté en raison de la plus grande profondeur des gisements. En Sierra Leone, 81 pour cent de l’industrie diamantifère est artisanale, exploitée par des producteurs locaux alluvionnaires, qui s’acquittent de frais de licence et d’un loyer annuel pour la concession.
Les communautés locales bénéfi cient-elles des retombées de cette industrie?
Le gouvernement prélève trois pour cent de l’ensemble des revenus générés par les diamants et 25 pour cent de ces sommes sont redistribuées aux administrations territoriales responsables des concessions minières, au prorata du nombre de licences légales opérant sur tel ou tel territoire. Cette manne fi nancière encourage la compétition entre les concessions et permet de prévenir le trafi c. Fin 2006 nous avons déboursé 10 milliards de leones.
Que fait la Sierra Leone pour valoriser son industrie diamantaire?
Il y a environ 9 mois, nous avons entamé la rédaction d’un texte de loi sur la taille et le polissage du diamant. Le Parlement l’a ratifi é une semaine avant Noël. Nous essayons tout simplement d’offrir aux producteurs la possibilité d’augmenter la valeur du produit avant son exportation. En outre, cela constitue un avantage pour le gouvernement qui peut en tirer un revenu plus conséquent.

Negen maanden geleden bogen we ons over een nieuwe wet voor het snijden en slijpen van diamant, die de week voor kerst door het parlement werd goedgekeurd. Hiermee willen we de bevolking de kans geven om diamant een meerwaarde te geven vóór de uitvoer ervan, wat ook extra overheidsinkomsten genereert.
